Sew on the eyes by inserting plastic eyes 6mm in diameter. Make stitches around the plastic eyes with blue thread on top, brown below. My thread has 4 threads.

Separating one brown thread, glue it along the contour of the eyes. Embroider bottom cilia and eyebrows separating two brown threads. Sew on the beak.
